City vacates subsurface right-of-way on 21st & 20th Streets

The city is giving up underground utility access rights on three downtown blocks to allow private development. This removes city control over 696 square feet of subsurface space but enables the Jack Smith Real Estate and related property owners to build or expand their projects.
