ITEM 10.
An Ordinance amending Ordinance No. 08-191, adopted by the Council August 26, 2008, which created the City of Birmingham Economic Development Stimulus Loan Program.
If approved, the city would pay $100,000 to settle a civil claim brought by Carlton Tyler Williams against the city. The settlement would use general funds.
If approved, the city would pay $20,000 from the general fund to settle Fransesta Sloan's affidavit of claim. Funds come from city reserves and require no additional appropriation.
If approved, the city would pay $12,000 from the general fund to settle a claim filed by Leroy Torrence. The settlement would resolve the matter without further litigation.
If approved, the city would fund Never Go Broke, Inc. to deliver financial education workshops and money-management training to students through June 2026 using District 8 discretionary funds. Would equip young people with tools for informed financial decision-making.
If approved, would enable Birmingham to transform vacant lots into community assets through a resident-led program funded by Johns Hopkins. No local match required.
