City grants Mobilitie wireless-pole franchise in public right-of-way

Mobilitie gains long-term right to install and maintain wireless infrastructure (poles, antennas) on city streets and sidewalks. Terms will set rental payments to the city and rules for how the equipment is installed and maintained.
